HCS Automotive India Pvt. Ltd. (HCS INDIA) is a subsidiary of Hestocon Certification Services BV. HCS INDIA has a local team which supports manufacturers in obtaining Homologation approvals for their products.

HCS India is an experienced and energetic team, established in December 2018, with the strong support of Hestocon Certification Service BV and RDW.

HCS India team is led by Shri Jitendra Karandikar, a professional with more than 20 years of experience in the field of Testing and Homologation, and rich experience of working with renowned Manufacturers and Technical Services. Thanks to his vast experience and a competent team, HCS India offers multiple services in addition to the Export Certifications.

HCS India has excellent relations with Indian Type Approval agencies like ARAI, ICAT and CIRT, in order to utilize their test facilities for Pre-Homologation and Homologation tests.

Services offered by HCS INDIA in addition to E4, E24 and CCC approvals:

Consultancy Service for Indian (CMVR) Type approval:

Consultancy Service covers supporting customers in obtaining Type Approvals in countries other than EU. Such countries have their own Type Approval process and Systems and the products may require testing according to applicable specifications.

The scope of work includes two phases. They are:

1. Support during design and development phase

• HCS offers Consultancy service during the initial phase of development, where the design team can have guidance from HCS in regard to the homologation requirements, relevant regulations, and answers to their queries from HCS experts. HCS recommends periodic review meetings and regular interactions between Design and Development team and HCS team, in order to review the designs as well as the parts being development, so as to find deficiencies during early stage of development. With this support, we can ensure almost 99% compliance to the homologation requirements
• Consultancy on applicable documentation: HCS provides necessary document templates and supports manufacturer’s team to prepare the documentation.
• WCC meeting: HCS attends ‘Worst Case meeting’ at the test agency on behalf of manufacturer and conveys the decisions to the manufacturer.
• Submission of test samples: On receipt of test samples (components / systems / vehicles / engines) from manufacturer, HCS submits the same to test agency and co-ordinates with the agency for application scrutiny and test scheduling.
• Test fixtures (if needed): If there are components which need test fixtures, HCS gets them fabricated based on the requirement.
• Testing phase: HCS attends all tests at the test location on behalf of the manufacturer. For tests which are to be performed at NCAT proving ground, HCS reserves the necessary test tracks (except EMC test) according to the test schedule agreed by the test agency. In case of any technical / performance issue, HCS communicates the same with the manufacturer.
• Test Report / TA certificates: HCS follows up with test agency for issuance of test reports / TA certificates / CMVR Approvals, after satisfactory completion of all tests. After receipt of the approvals, HCS forwards them to manufacturer.
• In addition to the support for obtaining Indian Type approvals, HCS India also provides support for complying with CoP requirements which are mandatory in case of Indian Type approvals.

Scope of work for HCS – Component CoP:

• Receiving test samples from manufacturer
• Co-ordinating with test agency for CoP audit (If applicable)
• Co-ordinating with test agency for completion of testing and issuance of CoP report.

Scope of work for HCS – Vehicle CoP:

• Co-ordination between test agency and manufacturer for selection of CoP test vehicle.
• Preparation and Submission of CoP test vehicles at test agency after their arrival
• Running-in of test vehicles, based on manufacturer’s recommendation and/or test agency’s rules.
• Co-ordinating with test agency for performing CoP tests.
• Co-ordinating with manufacturer for dispatching the CoP vehicles back to dealer / factory.

2. Support during Homologation phase

We offer consultancy service to support the manufacturers in validating their products before going for Homologation.

We undertake execution of validation plans according to customer specific requirements.

We are a ‘One Stop Solution’ in case of executing validation plans, where we take responsibility for performing all necessary tests, using resources and facilities of our trusted partners who are ISO 17025 laboratories.

The manufacturer needs to share the test specifications, timeline, test samples and fixtures (if required), and we take it forward.

We witness all the tests that are performed in any of the partner facilities, and issue HCS test reports for the tests..
